The Regional Contracting Assistance Center APEX Accelerator is a program designed to help small businesses navigate the complexities of government contracting. We talked with Mary Hedrick, Procurement Specialist, about the benefits of government contracting and how Greenbrier Valley businesses can get involved.
First, tell us about the mission of RCAC and what services you offer that help to meet that mission.
RCAC APEX Accelerator is a non-profit corporation funded by the Department of Defense (DoD), the State of West Virginia, and private corporations. We assist West Virginia based businesses with the procurement process of government contracting.
We offer one-on-one counseling, assistance with federal and state registrations and certifications, assistance with the bidding process and training via online and in person.

Why are government contracts an avenue that businesses should consider?
The US Federal government is the world’s largest buyer of goods and services with over 7 billion in purchases last year. The federal government sets aside 23% of all contracts to small businesses. There are also other goals in place for specific socio-economic groups including Service-Disabled Veteran Owned Small Businesses, Women Owned Small Business, HUB-Zone and 8(a).
How does RCAC provide personalized one-on-one consultations for businesses seeking contracting assistance?
Our Procurement Specialists provide advice and assistance in areas specific to your company’s government contracting needs. One of the most important services provided by RCAC APEX Accelerator is one-on-one counseling. Our procurement specialists can help provide your company with a competitive edge to be successful in government contracting.
We provide advice and assistance in areas specific to your company’s government contracting needs such as regulations, reporting requirements, contract bidding and performance, and payment and audit issues. From deciphering government contracting terms and acronyms to navigating difficult solicitation packages, our counselors can help.
What are the most common barriers small businesses face when trying to secure government contracts, and how does RCAC help overcome them?
The most common issue we find our clients face is with the initial registration process. This process can look daunting to those who have had no experience in the federal and state contracting arena. We walk our clients through these processes and educate them on government contracting, whether they are interested in federal, state or local contracting.
Is there an eligibility criterion for businesses to participate in RCAC programs and services?
A business must be located within the state of West Virginia. If they are not, we can assist them with locating their local APEX Accelerator. Business must also be registered with the WV Secretary of State and the IRS.
Can you share any success stories or examples of businesses that have benefited from working with RCAC?
RCAC APEX Accelerator has a vast list of clients who provide a large variety of goods and services. We have assisted clients in winning larger contracts from areas such as construction and engineering to smaller contracts of goods and services such as cleaning contracts to commodity based items of produce and eggs. We want all businesses in West Virginia to succeed.
Are there any upcoming RCAC training or workshops on the intricacies of government contracting?
RCAC provides bi-monthly virtual training events which assist people through the government contracting process. We also participate in person training events throughout the state. Our schedule can be located on our website www.rcacwv.com and our social media pages.
How do businesses in the Greenbrier Valley get assistance from RCAC?

Anything else you want to tell us?
RCAC APEX Accelerator is focused on assisting our state’s small businesses. We strive to assist them in keeping those contract dollars in state. Our goal is also to educate more businesses throughout the state on how we can provide these services through our nonprofit and ensure they are not taken advantage of by online sites offering assistance.
