Greenbrier Valley EDC Receives Funds for Site Development

September 2, 2025

Caldwell, WV – On Friday, August 29th, Governor Patrick Morrisey announced $525,000 of site readiness grants in six West Virginia counties. The funds are being awarded through the Ready Sites Program and will be used for engineering or architectural needs related to the sites, including studies that need to be completed in order to begin development.

“Speed to build is critically important when companies are deciding on a location to do business, build facilities, and create jobs,” said Governor Morrisey. “We are very proud to be partnering with these counties. It reflects our shared commitment to support economic development initiatives that strengthen community infrastructure, enhance site preparedness, and attract new business investment.”

The Greenbrier Valley Economic Development Corporation received one of six grants announced, in the amount of $75,000 to develop a site in Harts Run.

The Greenbrier Valley EDC has been working with a local team of engineers and utilities to assess the site’s infrastructure and due diligence requirements for the property. Ruthana Beezley, Executive Director for the organization said these funds will help forward the plan to address identified gaps to be shovel ready for manufacturing or industrial development.

“The collaboration required in this process is a testament to what works in rural development,” said Beezley. “Our partners rolled up their sleeves and came to the table to understand the capacity of the property. We would not have a competitive site without their contributions.”

The Site Readiness team includes the EDC, the WV Division of Economic Development, the City of White Sulphur Springs, Mountaineer Gas Company, First Energy, Harts Run, LLC, Dinsmore, and the Greenbrier County Commission.

Additional grants announced by Governor Morrisey include:

  • Randolph County Development Authority – $75,000 to support site readiness efforts for the Randolph Development District Industrial Park.
  • Mingo County Redevelopment Authority – $75,000 to support site readiness efforts for the Mingo County Air Transportation Park and $75,000 for the Harless Industrial Park.
